Safari tab layout doesn't change on my refurbished iPhone 15 Plus

Recently bought a refurbished iPhone 15 Plus. After transferring data from my old device to this one, I noticed the Safari tab layout doesn’t change. On my old device, I had the address bar at the top. On this device, it is at the bottom. Went to settings > safari > tabs and changed it to Single Tab and got nothing. iPhone is up to date. Unsure what to do!
