Mac Photos Import problems

Running Sequoia 15.5. Photos used to show photos not imported. Now shows photos but have to select. Import all button is grayed out. I selected the photos (there is ... so not sure), then imported them. It then imported a duplicate set. What has happened to Photos and how do I make it work? Tried closing and re-opening. Next step is to shut down and reboot. Never happened before.
