Agree button won't highlight to accept 'Terms' on iMac running macOS Catalina

iMac Catalina. In spite of scrolling through everything, the Agree button will not highlight and allow me to agree.

If it is the Terms for macOS when you are installing macOS, then you must first log out of your AppleID/iCloud account before those terms can be accepted. This has been an issue for some years now. No idea why this is required.


Otherwise, you must be more specific because every app & service has their own Terms.
