So was this ‘Fixed’ admin user created by you or someone else? Why do you not know the password for Fixed? And no, you cannot delete a user that is logged in especially if the user is an admin without knowing the password. Is there something you have neglected to tell us about your situation?
Initially, I had a system installation failure in recovery mode. I suspect that the user was installed from a previous operating system.
When I try to delete it from the terminal using "sudo dscl. -delete /Users/admin", I get the error message "Wrong path".

It’s quite possible this Mac has not been released from its (current) ownership.
If so, that is Activation Lock.
That will cause problems when trying to re-install macOS, among other limits.
What’s the history of this Mac?
Is the seller or original owner still available?
Are you telling us you are dealing with a used Mac? Then your only option is to completely erase and reinstall macOS. In other words, start from scratch.

No, it is installed along side the user name "Test". I think @Ikrupp is onto something with a used Mac that was not properly prepared for sale:

If so, then you can only start at Step #6 to perform a clean install in order to completely wipe out the previous owner's setup. Who knows what nasty surprises they may have left behind. In fact, even if the previous owner performed all those steps, I still recommend people start at Step #6 for the clean install in order to know it was performed correctly (it also helps you to learn how to do it) and it may even reveal whether the device is still being managed by a previous owner.

You only have two admin user accounts on that system. One is named "Fred" and the other one is "Test". You don't have any macOS user accounts named "admin".
