Unable to access Incognito mode and clear Safari browsing history on iPhone

I cannot go into incognito mode or clear my website and history data. I do not have Content and Privacy restrictions enabled and my phone is not connected to a company or anything. I’ve looked everywhere and I mostly see “Turn off Content and Privacy restrictions” but mine isn’t even enabled. The direct reason according to my phone says to disable it but I literally can’t because it isn’t enabled. I also already tried taking off my extensions. Can anyone help???

We can't guess what is stopping you from the info: provided.

Settings > Apps > Safari.

If you have already cleared History and Website Data, or have used Safari in Private browsing mode, then the preceding History and Website Data line item will be grayed out as there is nothing to remove.
