Apple Pay not received by recipient after 3 hours

I sent an Apple Pay 3 hrs ago but they said they still haven’t got it what can I do about that

You can’t send an Apple Pay. There is no such thing. Did you send someone Apple Cash via the Apple Messages app (iMessage)? If so, Apple Cash is serviced and issued by Green Dot Bank. Please contact an Apple Cash Specialist at Green Dot Bank.
