My child’s iPad is asking for her Apple ID password to download free apps even though ask to buy is on. When I try and change the settings it says they can’t be changed until she’s 13. Her last iPad didn’t do this, we just got the requests without putting her password in

Ask to Buy has nothing to do with needing the Apple ID and Password. You still need that to make any download in the App Store.
Is there another problem that needs addressed, such as not knowing the Password?
Not sure what change in Settings you are trying to make that won't allow you to do that until she is 13. If you are attempting to change the birthdate, then review the information here:

Thanks, I worked it out: her previous iPad has finger print turned on instead of password
Good Job! I did not consider the fact that you were looking for an alternative to authentication as was used on the previous iPad.
