Pages epub export pages dont match

I'm exporting a pages file as a reflowable EPUB - the file is 270 pages long but in the exported EPUB on an iPad it only shows up as about 100 pages - any idea what I'm doing wrong?

I know I can export as a fixed layout but it looks like a PDF on steroids and doesn't look as clean so hoping I can make reflowable work instead.

Any advice would be greatly appreciated.
