Blank photo and file attachments in Messages app on new MacBook running Sonoma

I have a 2023 macbook pro. I am running sonoma 14.6. When I use the messages app on my macbook and i send a text it goes through fine. If i try to send a photo or a file, a small blank bubble appears on the receiving person's phone. (the image looks correct on my macbook)

-I have tried signing in and out of icloud

-I have turned my computer off and on.

-this was an issue on my old laptop. When i got my new one, I used the old laptop to migrate to my new laptop. perhaps some setting or issue was passed this way?


All of the articles I can find about this are old and related to an old operating system... that's not the issue here. Please advise... this is maddening.
