Getting more cloud storage, no matter who you buy it from, doesn't free up storage on your phone.

If your phone storage is full, you need to offload or delete data off your phone.

You can't add more internal storage, only icloud storage to sync or backup your data.

I think that we can't help you with this. You should go to an AT&T office, perhaps where you bought the phone. People are there to help their customers.
