Unable to reinstall MacOS through recovery mode

when i try and install macos that came with the system I get an application error please try again. I am on a mac mini late 2014 A1347 and for some reason it wont work I have already reformmated the hard drive and that doesnt work as well. I have tried first aid and it says nothing is wrong with the startup disk. The wifi is strong and it shows on the router data is being transferred from this device but nothing works when I tried startup options it gave me a filer folder with a questions mark which i read about and i tried everything on that troubleshooting i have no clue what to try i even looked into making a boottable usb but that also did not work for some reason.
