Cant find Safari Downloads in Files App

After clicking the “Download” button on a file from Safari, I notice it shows up on the blue download bubble that pops up next to the url, yet it doesn’t have the blue magnifying glass icon next to the file? And when I look for it in the files app, it’s nowhere to be found? I do have the downloads folder On My iPhone as the desired location for these incoming files.

When I check my phone’s storage, it says these files are taking up storage as part of “Safari” downloads, and not “On My iPhone”, except I can’t open or access them at all. I used to be able to find them easily, but now I can’t.
