Why does it say when I'm trying to access an older photo say "Unable to Load Photo. An error occurred while trying to load a higher quality version of this photo." I've tried to change my iCloud Photos setting but it still doesn't work. What should I do?

Absolutely. This suggests that either you have long since filled your iCloud storage quota to overflowing (never a good way to operate) or you have had a much worse problem with your internet connection than you think.
How much free space do you have on iCloud? You can check on your phone in Settings > AppleAccount > iCloud > Storage. (AppleAccount is the top item in Settings, labeled with your name.)
Since you've chosen "Optimize Storage" to save space on your phone, many of the originals files are stored at iCloud.com. Photos is showing you a lower resolution version that it stores locally, but for some reason it can't connect with the original picture file through the internet.
It's hard for us to know exactly why, since we don't have your phone. Is it possible that you don't have a good internet connection? Maybe wifi is turned off. Have you checked at Photos at iCloud.com to see if the picture is actually there?
