Command +`Backtick is not working to switch to other open windows in Safari

cmd + ` is not working to switch to other open windows in Safari.

I also can't find anyway to view and/or edit the keyboard shortcuts in Safari on Mac.

Suggestions?

A search sent me to Safari Help to view the keyboard shortcuts. I was expecting Safari to be like some other Apple apps and provide a way to view and add our own keyboard shortcuts, but no such luck.
After viewing the keyboard shortcuts in Help, then cmd + ' (backtick) worked. Go figure. Lol I have no idea why now and not working for days, but I'm glad it's working.

Thanks to the Moderator of this forum for making my question Title more clear!

SOLUTION UPDATE:

The cmd + ` (back tick) shortcut only switches to another open Safari window, when the window you're in is NOT in Full Screen view. That's why it wouldn't work for me.
