Why i cant see the RCS message option anywhere

That would depend on if your carrier supports it. If you go to Settings>Apps>Messages>scroll down and you should find a section titled Text Messaging, and RCS Messaging setting should appear there. If your carrier does not support RCS messaging, then you will not see a setting there. If you have questions about it, contact your carrier.
