I uploaded my photo library to icloud from my 2014 macbook air (macOS High Sierra 10.13.6), but they did not go into my shared library. I can't seem to do it from an old unsupported macbook air. Photos I take on my iphone are automatically added to the shared library. Is there a work around to get this library to go to shared library?

Your MacBook Air is too old to have any access to a Shared Library, so it would have uploaded into your Private Library. Any device new enough to interface with a Shared Library, as you say your iPhone can (whatever software it is running), can move photos from your Private Library to your Shared Library.
If you have a newer Mac, it would be relatively easy to move all or most of your Private Library to your Shared Library in bulk. If the only device you have new enough is an iPhone, it will be a longer process selecting the individual photos you want moved.

What version of iOS do you have on your iPhone?
If you are on iOS 18.5 (the latest public version), you can engage a filter in the Library view to show only items in your Personal Library, only items in your Shared Library, or items in Both Libraries; you can also request that each photo be badged to show if it is in the Shared Library. These options are accessed through the double-arrow icon at the lower left corner of the Library view.
Thanks markwmsm, yes that is the exact scenario. Switched to pc on computer and now iPhone is my only Apple device. All photos are indeed uploaded in my private library, now I just need to start the process of figuring out how to move them on my iPhone. How do you identify pictures in rac library?
If you still want to use your old Mac with High Sierra to browse your photos, you will no longer be able to see the photos there once they have been moved to the Shared iCloud Photos Library. You would have to keep copies in the personal iCloud library to be able to access your iCloud Photos on the old Mac.
