Apple Cash payment shows as sent, but recipient didn’t receive funds

I sent a payment with Apple Cash, from my bank account. It was pending in my bank account for two days. It is now gone. It didn't clear, it's just gone. But in the Apple Cash transaction list it says Sent/Completed. The other person didn't receive it. Does the payment just cancel after a couple days if it's not able to be transferred successfully?
