If the hardware supports the software, then that's what counts-- and you're running Monterey, so that should be OK.

  • Are you confident that the the Mac as a strong internet connection?
  • Is the Library in the Pictures folder, or is it on an external drive?
  • Do you have at least 10% free on the Mac?
  • Have you tried re-starting in Safe Mode? This bypasses certain potentially disruptive processes, and it often helps. Safe Mode is different for different computers, so see this:

In your Mac Photos, is the Library you are using designated as the System Library? If so, then at Photos' Settings>General,

"Use as System" will be grayed out, like above.

Is iCloud turned on at Photos' Settings>iCloud? Are you using "Download Originals" or "Optimize?"

Are you signed in to the same Apple ID as your phone and iPad?

Has the Mac ever synchronized with iCloud?

Thank you! There is only one library in my photos app, and yes, icloud is turned on with "optimize". And yes it is the same id on all devices, and syncing worked fine for a long time and then stopped doing so about two years ago, it synced then again for a last time when I installed the last operating system update I got. Unfortunately there are no more updates for this fairly old (but still reliable) machine.

But keep your Photos Library in the Pictures folder.

The reason I asked about that is that having the Photos Library on an incompatibly formatted drive causes all kinds of problems. After Monterey, Photos began rejecting such Libraries outright, but in Monetary and earlier drives not formatted as APFS format or Mac OS Extended (Journaled) format just got people into trouble.
