I used to backup old phone. I setup new phone and loaded data from icloud backup. Now I want to backup new phone. Will it need more storage space? Do I have to erase old backup before backing up new phone. I don't want to add storage right now... Thanks

Depends on what you are doing.
If you are just backing up directly, each backup gets its own photo library section in the backup bundle.
If you are using iCloud Photo Library, then the photos aren't backed up, and there's just one Photos Library synced across all devices and iCloud. So a change on one device or on iCloud get's replicated to all devices and iCloud.
Thank you... it says that photos are backed up separately. Does it mean that there is only one set of "photos" backup per Icloud user? i wonder if that should not be the same for any app linked to a apple account...
Yes. Each device get's its own backup. If there's not enough space for a second backup, you will need to delete the existing backup before the new iPhone can be backed up.
