Screen Time not working on my kid's' iPhone for most apps

For roughly a year now my kids' phones screen time doesn't go off. They have unlimited time on the dumbest aps like snapchat and tiktok. Its a constant battle.

I have set up a new id for my daughter all together and it still does this. We all have the latest updates. Location is on as well as time is set to automatic.

Also, every day at random times the "lock screen time" and the ""block at downtime" options turn off. Does anyone know how to fix this? I don't want to go back to android again.
