Siri Suggestions widget is not showing apps after iOS 18.5 update on iPhone

I have tried every fix multiple times (which have fixed it in the past). Some articles say I should be 18.5.26 but my iPhone 16 says I have iOS 18.5 (22F76). This is the first time I can't get it to show my apps after using the fixes.

The only thing I haven't tried is the reset, which I would really like to avoid, if possible. I don't know what else to do.

I really depend on the widget and would love to have it back...again.
