What command are you trying to ask Siri offline? Only certain commands work offline, such as opening apps, controlling system settings, changing timers and alarms, things that are local and don’t require an active connection. On the other hand there are commands which Siri doesn’t allow you to ask offline, such as weather, messages, or calls as those require an active connection to update.
