Family shared Apple Watch won’t set more than one location alert per address

I am unable to set more than one geofence notification for family shared Apple Watch. For instance I can set an alert for when my daughter leaves school but not another alert for when she arrives. However on my son’s iPhone I can set one for when he leaves school and when he arrives at school. I was on the phone with Apple support for like 2 hours trying to figure this out, and it puzzled them. Anyone able to get solution for this?
