Regaining access to MacBook Pro after forgetting password

I had changed my MacBook Pro 2020( M1)’s passcode and forgot it. After several failed attempts I tried to login through iCloud ID. All went well until i reached the point at which I had to accept the terms and conditions, the issue is that the agree button is greyed out and it seems that the terms and conditions are incomplete. I can not skip over this step and I desperately need to regain access to my MacBook. I havent purchased iCloud+ so most of my data is not backed up and I cannot afford to lose it. Please help!
