Does Apple now make us repurchase our Apple Books and Audiobooks?

In my Library under my Collections tabs I can see the books/audiobooks that I have purchased in the past, but I cannot access them without being required to buy them again. Why would Apple make me buy something I have already bought? I have the same problem on my iphone and laptop. I have tried to troubleshoot. They are not hidden, I have signed out/back in, my settings are set to sync across all devices, I have deleted/reinstalled the app, I've tried doing a general search, etc.
