Apple Music playlists not syncing between PC and iPhone

I toggled Sync on both devices. I turned both devices on and restarted. It appears all my music has synced on my iPhone. My former playlists appear in Apple Music for Windows, but only a couple synced with my phone. All the former answers to issues like this (that I could find) reference using iTunes to handle music.

A smart playlist is one where the contents are defined by a set a rules, rather than manually dragging tracks into it. You can right-click on any of your lists that don't show on your device and see if Add to Library is available. In the Songs view of the library enable the Cloud Status column and sort on the heading. Look for values such as error, ineligible, removed, etc. Anything other than matched, uploaded, purchased, or Apple Music, is likely to be an issue.

Smart Playlists that depend on other playlists are ineligible for iCloud Music Library.

Playlists that contain ineligible content are ineligible for iCloud Music Library.

No clue what a “smart playlist” is vs. a “playlist.” How do I know whether I have “ineligible content?” I have purchased every song I’m trying to sync.
