Recently removed a family member, but now sharing says "Your Family is Full" with only 5 members.

I recently removed a family member and have my apple family down to 5. It is now disallowing me from adding another family member. It says the family is full. I have thoroughly checked to make sure the one family member is not only removed, but account is totally deleted and doesn't exist anymore. I have seen other posts similar, but none with solutions other than deleting the family and restarting from scratch. I believe there is a limit to the number of times one can do this and seems extreme/ridiculous to be the best solution. There must be something better.
