on my iphone(iphone15) I am not getting the notification setting under safari, nor I am seeing safari as an app under the notification setting. The website notifications are making me lose my mind and I am not able to turn them off. Can someone help

Push notification settings for specific websites can be enabled under Safari's Feature Flags which Apple considers an experimental feature for now. The default condition is to prevent that nuisance. I hope it stays that way.
Settings > Apps > Safari > Advanced > Feature Flags > Notifications. Toggle it "off". If in doubt you can scroll all the way down to Reset All To Defaults.
