FCP was 70% through transcoding and analysis when the error message missing plugin appeared,
on attempting to re import the file the message appeared immediately.
How can I find out what is missing and why please?
Many of us here use FCP professionally every day and have not experienced the issue you're encountering. Have you tried resetting FCP prefs? Hold Option and Command while launching FCP and choose Delete Settings. It will open the default Untitled library. Re-open the library you were working on, set the Settings back to the way you like them (disable Background rendering, etc.) and see if the issue has been resolved.
Does the issue occur with every library or just this one? Create a new library and import the mp4 that complains about a missing plug-in in the other library.
Another trouble-shooting technique is to create another admin user, then login as that user and open the problem library to see if there is conflicting software in your primary login.
If these don't solve the issue, post the output of an https://etrecheck.com report using the "Additional text" button in the reply.
Regarding other NLEs, the free version of Davinci Resolve is popular, though the learning curve is steeper. Premiere is also popular but is a subscription. If you don't need a full-featured NLE, there's also the free iMovie.

Please open the file with MediaInfo, and post a screenshot of the file details.
Just MPEG4 does not tell us enough.
How much free disk space do you have on the System drive? If you're using an external drive, how much free space there?
A plain, vanilla mp4 file like this shouldn't need a plugin. What camera shot this media?
How is the external drive formatted? FCP requires APFS for SSDs and HFS+/MacOS Extended for spinning disks.
I've seen reports here where it worked fine, until it didn't. Not sure what the trigger is -- file size, number of files, total storage used, etc.

Yes it only affects this one file - all others from this source are fine and it was only towards the end of processing did it fail.

Currently 164GB spare on the System drive - which is a bit lower than normally and 122GB spare on the External Drive being used by FCP.
The camera used is a Panasonic HC-VXF990.

If this is wrong, I wonder how FCP has performaed correctly with many other videos?
