My iCloud drive has been uploading for MONTHS and it's clogging up access to my files. I've tried to click through the files, delete files, move files, break connections, nothing works. It just sits there and hangs in the last little chunk never to finish...

640GB on a 2TB subscription, I don't think it's space. However, sitting here with my iPad in the Files app, now suddenly things are updating. Its still stuck, but at least things jiggled a little... le sigh
640 GB or
5 Tbit. That's how much data you are trying to transfer on your bandwidth. Remember even WiFi is only 150 Mbits when it is dedicated. Even at 1 Gbps fiber with 1 Gbps ethernet to the modem, it will take 5000 seconds or over an hour. Your weakest link is going to slow you down further.
I think you missed the part where this has been going for months. It never goes away, it never clears, it never names anything in progress, it just stays like the picture shows and it drags everything down. Across different networks it on my hotspot.
Please don’t feed me bandwidth BS or drive space or try to sell me OneDrive. I came to the Apple forum bc it’s an Apple issue.
