How to make email "Rules" work consistently?

I have made over 100 Rules for Junk Mail emails but they only work the first time they are made. They get deleted the first time, but that's all. How do I get those rules to work all the time? Very frustrating having all those emails show up all the time. Any help would be greatly appreciated.
