Is there a setting to ensure that app icons remain in a fixed place? I am fed up with icons apparently moving to new positions when I close then reopen my iPad!
It would be good to lock down my home page icons!

Apple invite submission of comments and feature requests via its Product Feedback portal. If you would like to see a specific feature or functionality in a future version of iPadOS, this would be the most appropriate channel through which to make a request:
Apps can't move on their own, so something else is happening to cause them to move as such, there is no option to block movement, since there's no expectation for them to move normally.
Can you explain how they are moving?
You'll need to figure out what is causing them to move. Perhaps if you grab the iPad with the screen on, you are inadvertently dragging them around with your hand or palm, or if placed in a bag or backpack something could be causing the screen to turn of and then activate drag when you aren't looking.
Also, the apps will shift when you turn the iPad from portrait to landscape.
