iOS 18.5: How to force Photos app to display ONLY photos that are not assigned to an album?

I'm not sure why using the filter is not working for you. Be sure you're in Library view

when you choose the "Sort" menu, and then "Filter>Not in Album" should do what you want.

In what way is this not working for you?

(Oops, you're talking iPad and I used a picture from my phone-- but it's really the same… )

We're talking 50,000 photos taken over 60 years, which means a lot of time scrolling through pages and pages of photos, many of which could be hidden since they're in albums.

Are you replying directly in the thread? The forum can be glitchy. Copy your response, refresh the page and try again. Sometimes that works.

Or are you trying to respond from the email notification? That can be problematic and I don't recommend it.
