Does Apple Pay require a passcode with Assistive Touch on Apple Watch?

I can still call up Apple Pay on my watch using gestures, but when I try to confirm with gestures, it brings up the passcode screen. If I enter my passcode, Apple Pay will work. Seems like it defeats the purpose of Accessbility since it now requires two hands to do an Apple Pay transaction.
