If you are referring to the Music App on Windows, then yes, it on its own does not transfer content from a Windows PC to an iPad. for that matter, neither does the Music app on Mac,
You have 3 choices though:
- On Windows You can download Apple's own Devices App, and use that to transfer the music to the iPad, (free)
- or uninstall the Music app (and the TV app if you have it) from Windows and go back to using iTunes and use it to transfer the music. (free)
- or you can subscribe to either iTunes Match or the Apple Music subscription services and use the iCloud Music library option to transfer the music over the internet. (monthly fee required)
On a Mac you use the Finder to transfer music to the iPad, or either subscription service mentioned above.
It will only allow the transfer of tracks purchased from the iTunes Store.
This is pretty much incorrect. The Music app, as said, on Windows or Mac won't transfer anything at all. Not even purchases, to an iPad.
Purchases from iTunes can be downloaded directly on the iPad from the iTunes Store App when signed into the same Apple ID that made the purchases.

Yes, through one of the methods listed above.
