Unable to import 2 layer qta voice memo into iMovie

iPhone 16 pro, iOS 18.5

I am unable to import 2 layer qta voice memos into iMovie or Garage Band. The file will be visible in the download folder, but is greyed out and I am unable to select it for import. If I split the memo into separate layers it will import just fine, however iMovie will not allow me to restack the layers. After the regular number was no help, I called Apple’s Cupertino office and talked to someone there. No one can figure it out. Can anyone here help?
