Sorry but the watch is useless and can never be used again without the original owner’s cooperation. In addition the watch was not properly prepared for gifting or resale. The theft deterrent system called Activation Lock cannot be overridden or bypassed.
If the original owner cannot prepare the watch then you are totally out of luck. Sorry

Without the previous owner’s releasing the Apple Watch’s Activation Lock, the Apple Watch will remain useless forever. Apple will recycle the Apple Watch for you at no charge.
How to remove Activation Lock - Apple Support
You don't. Return it to whoever "gifted' it to you.
