Delete photos on phone but not IPad

So, my phone and iPad share the same Apple ID but my iPad has significantly more storage than my phone. I’d like to be able to delete photos from my phone without it deleting on my iPad, but I want to keep syncing enabled so any new photos on my phone will automatically sync to my iPad. Is there any way to do this?
