Importing old Apple Music playlists to new PC without subscription

I am have a new PC and I am trying to import my old music playlist without subscribing to apple music. I do not see an option to import playlist files to that were backed up to my old computer. Is there a possibility to use the old itl files in the new apple music app as well? I log in on both computers and one has my music playlists and the other one cannot import them. Does anyone know a solution to get the playlists on the new computer's Apple Music app?

In principle when Apple Music is first installed it will open any existing Apple Music library in the user's Music folder, or convert an existing iTunes library in that folder. If you have a backup of your previous iTunes library then I would copy that to the usual path, user's Music\iTunes, install iTunes, and uninstall whichever of Apple Music/Devices/TV that you have installed such that iTunes can work correctly without being limited to audiobooks and podcasts. As yet Apple Music for Windows is not a suitable replacement for iTunes, too many useful features are omitted. In particular there is no facility for switching libraries or actively converting .itl files on demand.
