I found a Sony DCR-HC40 camera and I was wondering if there is any way to upload the videos from the camera (recorded on a tape) to my MacBook Pro (13-inch, 2020, Two Thunderbolt 3 ports)

It’s possible with a 4-9 pin FW cable to Apple's FW-Thunderbolt 2 adapter to Apple's TB2-TB3 adapter. You may have to source the second/third of those used.
There are commercial services that will convert DV tapes to digital files, that may be an easier route to go.

Running the analog video from the camcorder through a USB video capture device may also be a possibility. Not as desirable as being able to pull in the digital video over a Firewire connection, but you might have a much easier time finding the USB video capture devices and software with which to do it.
