Limited iCloud storage and inability to upload files on Mac

I subscribe to iCloud sharing family 2TB, but the storage that I can use is only up to 5GB, I have tried to store the storage to iCloud and optimize it, but it still doesn't work. For the current situation, when I open Finder, every document file cannot be opened and says 'waiting to update', and cant upload any file from my mac

You say, "For the current situation, when I open Finder, every document file cannot be opened." I don't think I understand that. When a file is put into iCloud Drive, it remains locally on the Mac at least until it is fully uploaded to iCloud. Then, that file is only removed if you have set it to be removed, or if you don't have much free space on your drive and you've chosen Optimize Storage. Where did these document files come from? What happens if you drag them from iCloud Drive to another folder on your Mac?
