You cannot track an iPhone using its IMEI. Only the carriers can do that, and they will not do it for phones that are merely lost or stolen. (They may do it in missing person cases where there is a court order.)
If you were using Find My on the phone, you could mark it as Lost and try to track it. If you think it was stolen, do not go to any location you might see to confront criminals. You might lose more than just a phone.
