Make sure you don't have a previous purchase that was unable to process. When viewing your Purchase History, the amount will show in red or may say Pending.

Once a payment method has been deemed invalid by a charge that failed to be paid, you will need to add a different payment method as Apple considers that one no longer reliable.
Here is what is suggested from the Verification Required message:
If a message says 'billing problem with previous purchase' or 'verification required' - Apple Support
