Have an old Dell (2015 model year) Got a new iMac want to transfer info old to new. Is there a problem doing this with a thunderbolt cable? I have an Apple Thunderbolt 4 pro cable and the Apple USB-C to USB adapter

You can only do that if the Dell has support for Thunderbolt Networking, and using genuine Thunderbolt cable to create a computer-to-computer connection.
USB is considered a local peripheral connection, and will not make a Network Connection. if any part is not ThunderBolt-capable, this will fail.
This may help. You can do WiFi or ethernet cable.
