can’t remove someone from find my friends

Some things can’t be done if you’re a minor. However, I have no reason to believe this would be among them. But I also can’t dismiss the idea.

If it doesn’t work as it’s supposed to, I would suggest you force restart your device, maybe delete and reinstall Find My, (you might need to start sharing your location with everyone again after you do that), and if none of that works, reach out to Apple Support:

Also, are you by any chance a minor?
