"This Item Cannot Be Downloaded" in Apple Music for iPhone

I have an iPhone 16 Pro. When I try to play certain music from my library (I have iTunes Match) I get an error message stating that "This Item Cannot Be Downloaded" (see attached image). I can't figure out why it is happening.

I have a Macbook Air and can play the exact same tracks without issue.

Any suggestions on what to do to solve this issue?
