In no way is Siri going to allow access to your personal information without the device unlocked with your Face ID or Passcode to prove who you are. There is no voice recognition to determine if you are the one asking the question. That would mean anyone can use Siri to get information about you on your device, such as your Messages, Contact Information, your Reminders. or any saved Notes.
Some things can be done with Siri on the Lock Screen that don't require your personal information such as playing music, getting the time, or the weather for the day.
Hands-Free usage in your vehicle is done with either CarPlay or Bluetooth. Messages on bluetooth depends on the car manufacturer as it must be a supported feature. No need to touch your phone in either of those situations.
