Unable to sync my daughter’s Apple Watch messages to iCloud

We got my daughter an Apple Watch with a cellular connection rather than a phone to avoid all the trouble a camera might allow. I have tried and tried and cannot get her text messages to sync to the iCloud for my wife and I to read/review. How can I get my daughter’s Apple Watch messaging to sync with iCloud?
