iTunes Match songs showing 'This item cannot be downloaded' error

I have been using iTunes Match since it first became available many years ago. I have Apple Music on a mac mini m2pro running the latest released version of Sequoia; a 2015 MBP running Monterrey and on a iPhone 12 Pro Max running iOS 18.5 and I am getting the same issue across all 3.

I go to play a song that shows a status of Matched (not Uploaded) and I get the error

It will be a random song from an album, but not the entire album, so it is not a no longer available type of thing (status is still Matched.)

When one of my playlists encounters this condition it stops playing and gives the error.

Has anyone encountered this? How can I fix it? How can I even identify which songs have the issue?
