Private relay intermitent messages

Hi All,

My husbands devices keep randomly giving messages about Private Relay either being unavailable or telling him his iCloud is not available because if Private relay. He has iPhone, iPad and Mac mini. We have a shared iCloud storage. Neither of us have ever used or started private relay and when I check all our devices in Settings  > [your name] > iCloud > Private Relay. There is no such thing as Private relay. Can anyone throw any advice our way please. I use MacBook Air, iPad Pro and iPhone. All devices are running the latest operating systems and are up to speed on all updates. FYI we are in UK Thank you
